Yes. Personally, I think the solution to administrative boundaries
(boundaries where the end of one area is also by definition the start of
the next) need not worry about segment direction. Longer term, I think
they should be done with the new groups feature that is being
prototyped. Put a node in the middle of the region with the name, then
group that with all the ways that make up the boundary.
