Being a sailor myself I'd say that the current OpenStreetMap is not likely  
to be suitable for navigational purposes. A sea map primarily contains  
information that is not visible on the surface of the sea. Depth being the  
most important, but also currents and possible obstructions such as wrecks.

For harbours at tidal seas information about the currents is important.  
For big commercial harbours such as Rotterdam the shipping lanes are  
important. For ferry harbours such as Dover the waiting areas, etc etc.

I'd say that marking the harbour as a point of interest is enough. Any  
sailor that is going to use a landmap for navigation should refrain from  
boarding.
