This makes the whole thing a big NO-NO!! We don't want to break other's people licensing (even if it's in minor ways). I don't want to take OSM down in 5 years to come because the RM sues us.

Also, by now you should get a strong hint, that nobody in this community thinks, that there is such a complete list of street names available for us. Or you could be sure we would have found and used it by now. OSM is 3 years old and people have had this idea before.
