Currently that tool is using the tile images directly from disk, to stitch 
maps together.  Unfortunately this means it doesn't know about the blank-tile 
database (sea tiles, etc.) 

Rather than add loads of database code to the script, it would probably be 
worth making it fetch tiles via the HTTP interface same as slippy-map clients 
do.  That would handle the sea-tiles, the blank tiles, and also mapnik 
images.  

I trust that the webserver connecting to its own web pages isn't going to 
require a http://en.wikipedia.org/wiki/Paradox_Machine#P
