Steve - I suggest you take a look at http://www.camcycle.org.uk/maps 
(register with the site to create routes). This is done with Google 
maps, but the same principles could apply to OSM. It may give you some 
more ideas. It doesn't just work in Cambridge, though that's the area 
with comprehensive routes defined: you could add some for Halifax 
yourself to try it.

I think if I were doing the camcyle one myself, starting with OSM, I;d 
integrate the data with OSM rather than storing it is a separate overlay 
database.

The author of the camcycle route planner is Simon Nuttall. I'll send you 
the email if you want to get in touch (I don't want to put it on a 
public mailing list without asking).
