Why not? Unless your recommendations are very different from what "normal" 
people would expect, why not tag the usable streets with bicycle=usable or 
something like that? OSM is not attempting to be "official" in any sense 
of the word, is it? I for one think tagging which streets are suitable for 
bikes (even if there is no special bicycle lane or track) would be a 
useful addition to OSM.
