[OSM-talk] How to select segments without selecting ways?

In the Editing Standards and Convention in OSM wiki, it is mentioned that:

Note 1: Do not add e.g. landuse=retail to an already existing way, make a
new way instead (possibly reusing existing segments).
Note 2: Make sure that the segments used for defining the area all point in
the same direction.

My question is, how do you select segments which have been used to make a
way (for example roads) to make a new way for tagging leisure=park or
others? It seems to me in JOSM every time I can't select segments without
first selecting the way. Having said that, how do I go about "reusing
existing segments"?
