Which area are you talking about?  I touched two areas yesterday and 
wayed a lot of segments in both places.  In both places, I took some 
care to only tag things that were obviously highways as such - using 
satellite imagery, or hints such as roundabouts - which cycleways and 
footways tend not to have.
