I don't. We've had this discussion before. It's to minimize the number
of top-level tags so renderers can more easily do the right thing. So:

boundary=administrative

Covers *all* forms of administrative boundaries. That way renderers do
not have to know all the different kinds. All the distinctions can be
included in boundary_type, where renders can act (or not) as
approriate.
