Blimey. I stand corrected.

Before the Rails port, ; in keys and values was certainly escaped as  
;;;, and = as ===. (The separators were single ; and =.)

Potlatch still escapes them that way. I can confidently say this is  
the only known instance of Potlatch being better behaved than the  
"real" API. ;)
