On the contrary, when I did some investigations, it turns out that
there are a few countries in western europe who have standardised on a
white-on-red symbology for national cycle routes, so it's already an
international thing.

And anyway, new tags are free, we may as well use them. If you need
more designations (if you live in a country with national, regional,
state, county, district and local cycle networks), you may as well
just add new tags, instead of crowbarring values into existing tags.

We deal with three at the moment (ncn, rcn, lcn) but a fourth or fifth
level is no problem. Each country could decide how each level maps to
their situation*, as has been done in the UK.

* For example, in the UK the convention is currently:
ncn = sustrans national routes
rcn = sustrans regional routes
lcn = city/town networks (c.f. Ipswich, London)
