While the 'kind of route; issue is slightly independent, one of the 
stumbling blocks in representing routes of any kind is the massive 
deficiency in applying routes to roads, especially when ther eis more 
than one kind of route on the same road.

Relations will give a workable solution to this very shortly. So I think 
it would be highly desirable to work up a solution in terms of 
relations, and forget trying to squeeze it onto ways.

For example, we might have a relation
   route=cycle
   network=uk:ncn
   ref=NCN11
and link this to the constituent ways

We might also have
   route=bus
   ref=32
   operator=Stagecoach Cambridge
which might share some of the same ways.
