Agreed. Relations should be used more for bus routes. There are lots of 
busses that drive past bus stops on their route cause they don't stop 
there. Having a bus stop on the way or not doesn't tell you if a bus 
will actually stop there.

With relations it should be much simpiler to tie bus stops to ways.
