i'm of the opinion that osm as a whole would benefit from some
discussion as to what it is we're aiming to do, and the generation of
some use cases
from that point it becomes not too complicated to come up with
*guiding* (i.e., not hugely proscriptive) frameworks to help with the
various areas of osm, including but not limited to tagging, editors,
API, etc.
has anything like this been done already? i mean beyond what stevec
and others did back when it all started?
