In the early hours of Wednesday each week the database is dumped
to create the planet file. Later that day (this is manual so the
time is not fixed) the planet file is loaded into the database
used by the mapnik rendering.

After that time if you view the map the tiles you look at will be
marked as needing to be redrawn and added to a queue and at some
point in the next day or so they will be redrawn and you will see
the new data (subject to any caching of the old tiles that may 
have gone on).

You'll see them on openstreetmap.org if you use the t at h layer.
