I'm nitpicking, I know, but that would be a bad assumption, primary routes
certainly have speed limits of 30, 40, 50, 60, and 70 mph. I'd not be
surprised if one could find bits with a 20 mph speed limit.
I travelled over several tens of miles of "highway=trunk" and
"highway=primary" (in OSM's UK convention) in North and East Yorkshire on
Saturday, and none of the parts I travelled over had a speed limit of 70
mph (= 112 kph).
