I think what would be useful is to have a tool / filter to be able to extract
elements from a map that are subject to a particular set of criteria, either
tags (or other implicit restrictions). Then those that are interested can easily
verify that an area meets their definition of completeness. The output would
either be a new map, or a list?

For example:
Recover all street names (as a list)
Recover all primary routes
Recover all elements that are accessible by an hgv, car, pedestrian, etc.
Recover all routes with a given speed limit
Recover all pharmacies

Note: there may be implicit restrictions that could be "assumed" -- e.g. a car
park is accessible by default to cars and pedestrians, but not hgv's?
A residential road is assumed ok for pedestrians, whereas a primary road is not?
An unsurfaced road is assumed to be access only for hgv's?
A primary route (in the UK) would be assumed to have a 112 kph speed limit?
