That's kind of a goofy voting method. If voting is not unanimous, it only
needs 2 more Yes votes (to reach 8). Once a proposal reaches 8 yes votes,
regardless of the "no" votes, then it automatically has a majority of the
final required 15 votes and the proposal passes. No need to actually carry
out the rest of the voting to reach 15 votes, right? Okay, so it's probably
not quite as bad as that. With the vote closing date, it allows you to
collect more votes to form a majority. But it still seems strange.
