I think you have found "bad" OpenGeoDB data.
The Import is correct, when I do:

select COUNT(*) from geodb_textdata where text_val="Oberleiten" and 
text_type=500100000;

I got:
+----------+
| COUNT(*) |
+----------+
|        5 |
+----------+

I was not expecting that OpenGeoDB data behaves like this. 

I will fix this area by hand soon.
