It certainly does influence routing. I'd rather take the road without
stop signs than the road with stop signs at every block that runs
parallel. By the time you have slowed down, stopped, looked and sped up
again, passing a stop sign adds at least 30 seconds to a journey -
probably more, compared to if you could have just stayed at the speed
limit for the whole section.

We need a way to know where stop signs and give way (yield) signs are
and which direction they face. It probably requires a relation between
the node and the way they are on.
