I think there might be similar things in Central London (like along the edge
Green Park by Buckingham Palace, and through Hyde Park). They are quite wide
there(as in width of a 2 directional road) and the surface is what I would
just call sand.

I don't see why it wouldn't be public, but you probably shouldn't walk on it
if theres some big event going on.
You have buckingham palace wall, the pavement, grass verge, this wide sand,
grass verge, (maybe a low level fence), footpath through park(shared with
cycles).
