[Dodgy statistics warning ....]
Interestingly (or not - you decide), yesterday I happened to be doing some simplistic analysis of the data on some European country's data in OSM. I have taken the data from Frederik's excellent geofabrik download site (http://download.geofabrik.de/osm/europe/) and plotted the size of the data files and number of extract file downloads for each country (which admittedly is not all of Europe) is they give some feel to the amount of mapping activity and use of the data.
The results can be seen in a PDF file at:

In all cases the countries are ranked by size (km2).
From the first graph, and making a simple assumption that the size of the extract file ought perhaps to be proportional to the size of the country, it suggests that Netherlands, Great Britain and Germany are the leaders in terms of coverage, with Iceland being least mapped.
The second graph (which I know should probably have been plotted against population, but there is a corelation between area and population) suggest even more emphatically that German OSMers are more active than those in any other European country, with an honourable mention for Austrians, with again Icelanders appearing least active. Yes - I know not everyone gets their data from geofabrik, and Germans are more likely to do so than others, but I think teh point is still valid.
The third graph is an attempt to show metrics based on downloads/population and extract size/area. The download/pop doesn't really show anything but the size/area unsurprisingly shows Netherlands as densest mapped, with again Great Britain and Germany showing up well, and Iceland trailing [Iceland mapping party anyone?].
All above not to be taken too seriously.
But from me at least - acknowledgement of excellent work of Frederik and his many colleagues in Germany - the leading OSM country [SOTM09 in Berlin?]

	   the Wiki warns of "high traffic" on the "talk" list, but the list
	with the highest traffic in the OSM empire is "talk-de"; in May we had
	1951 posts on talk-de (versus 1022 on talk).
	
	We have decided to create an extra mailing list for the 25+ strong
	Berlin community and will likely do so for other equally large
	regional communities in Germany, and I assume that in the not so
	distant future we will also have the equivalent of a "newbies"
	and "dev" list for the German-speaking community.
	
	We're likely to run these lists on the openstreetmap.de server(s)
	in order not to burden central command with setup and maintenance.
