I extracted nearly all text that is shown in the UI and put it in a
wiki template so that users can create a translation page for their
country by including this template. They only need to replace the
original text.

Adding futher text to the translation template is a bit error prone and
newly created translation pages are affected.
And, new text can only appended and not inserted, because each table
entry is hard linked to an index.
I tried to automate the process of creating the table with another
(more generic) template, but it didn't worked how I expected it.

Don't know if it's useful for you in this form, how will you implement
the localization? Can you use gettext?
