[OSM-talk] [tagging] Road crossings proposal - status?

The Road crossings proposal[0], appears to be in limbo, and I'm 
wondering if the correct procedure as described on 
http://wiki.openstreetmap.org/index.php/Proposed_features has been 
followed. It appears to have:

  * been discussed on this list back in August 2007[1]; (hmm, does that 
count as a proper RFC?),

  * been placed into [[Category:Tag Vote Open]] on March 26 2008[2],

  * not had the RFC Start or Vote Start columns updated in the big 
Proposed_features table, and

  * been voted on multiple times before the opening of the formal voting 
window, assuming there ever was one.

I'd like to get this proposal back on track, acting as its new sponsor 
if necessary. The first task is to discover what state it's in and 
either formally RFC it in the right way or formally open it for voting 
in the proper way (do we count votes placed before the opening of 
voting? Does merely categorising it count as a formal start?) I'm new 
here, so if you have any suggestions...
