AIUI Mapnik does not understand fallback fonts so it needs one font
that supports all the characters at once and that doesn't exist,
apparently.

Two solutions: (a) make such a font or (b) fix Mapnik to understand
fallback fonts. I don't have the knowledgel for either and no-one else
has stepped up to the plate either :( Maybe one day it will bug me
enough that I'll just start typing random C++ and hope it starts
working.
