[OSM-talk] simplifying mapnik layout definition

I've never played around with mapnik, but to me it looks like it's
trying to be an interpreter when it does not have to be. It's rules
file should be the input to a text preprocessor like M4, CPP , bash or
whatever this popular this decade. The output of the preprocessor will
then have a strict format where every parameter is explicitly
specified.
