I simply want a clear, non-interpreted rule that identifies the 
participating bits of road because I fear that many of these ideas are 
not safe against future modifications of the junction. I'm thinking of a 
T shaped junction where maybe someone adds a "sharp right" turning 
service way; unless we very very clearly say that the textual 
information in "no right turn" doesn't count, there may be people who 
interpret this as being stronger than anything expressed by relation 
members and think it applies to the service way.

Initially this way my plan as well - a restriction, after all, is 
something that restricts your options. But then someone introduced the 
"restriction" tag, and others started to put in values like "only left 
turn"... which does match the signs here in Germany, strictly speaking 
we have no "no right turn" sign, we only have "only straight on or left" 
signs...
