There is a page that lists all road signs for Germany. They look a bit 
different than yours, but at least those two mean the same.

Unfortunately there doesn't seem to be a tag for hazardous materials 
yet. A possibility would be:

hazardous=no/yes/.. ?

I thought about that too. I guess motorvehicle=no would be a good way to 
combine all motorized vehicles in one tag. Also vehicle=no would be 
useful for ways that are closed for all vehicles, since access=no would 
also disallow access by foot. Besides, I find it inconvenient to first 
disallow everything (access=no) and then allow all those that are 
allowed to go there (foot=yes), instead of just representing what the 
sign says (vehicle=no).
