I agree with andy and dave.
dont try to put something that "works", just use map features approved tags.
3_ is trouble, name=noname means that it does have a name and the name
is "noname". you ever know what a name can be around the world.
also empty value can be a mistake, so we will be validating mistakes.
some times a way has no marked name but has one, maybe someone behind
you can find the name (local authorities, local knowledge, or they just
repair the signal....)
so i would defenetly do 1 until a proper tag is aproved.
