[OSM-talk] Osmxapi and apostrophe's

Ok, fixed now.  Some of the older data that originally came from a planet
file, rather than an osmosis feed, was processed incorrectly resulting in
apostrophe's not being escaped properly.

Hope I've caught everything now.
