[OSM-talk] [tagging] Feature Proposal - Voting - life_cycle=*

Dear talk,

I've opened voting for the life_cycle proposal. It tries to establish a
concept of tagging disused features (life_cycle=disused) and features
under construction (life_cycle=construction) that is not restricted to
highways and can easily be extended with more values.
