Agreed. I'm not a JOSM developer, but the phrase "patches welcome"
comes to mind. Especially this one - I find the highlighting to be so
opaque and thick that it makes JOSM unusable in areas where it hasn't
been reviewed.

I agree that checking the import is good, but I have my own issues
with the "review" tag (having to "edit" something in order to indicate
that it's correct is counter-intuitive, and unless you know it's there
and remember to remove it/change the value, it's way easy to leave a
false positive.)
