Maybe we need a keybinding in JOSM which removes the tag from the  
selected way?

Perhaps we need a "reaper" which looks for ways which have  
tiger:reviewed which aren't last edited by Dave Hansen?  As you say,  
if somebody edited it, then it's likely that the change was made to  
fix a problem.  It's possible that there are still remaining problems,  
but ANYTHING in OSM can have errors.
