this would be ideal for a plugin, rather than core functionality.
maybe some other tiger-related functionality could be bundled in, such
as merging two identical ways where they're duplicated across county
boundaries?

when i'm fixing tiger i often review a segment of a very long way and
split it, setting (or removing) the tiger:reviewed tag on the part
that i've checked. this means i am the "last edited" user on *both*
parts of the split way, despite having reviewed only one of them. so
the reaper would have to be a bit more sophisticated than just looking
at the "last edited" user.
