There is a lot of boundary data imported for Australia and some of it is very very useful when no suitable sat imagery is, so these boundaries, which are usually natural features like rivers, and man made features that usually don't move like roads and rail are good enough most of the time and they get tagged as waterway or highway or railway etc.
