Do you really think, that this is the case for *every* way tagged as
cycleway? Others have expressed the opinion, that "bicycle=yes foot=yes"
should be tagged as highway=cycleway too.

One advantage of Highway=path is, that there is no implication besides "not
wide enough to be a track".
