It would be in the best interests of those 265 people to poll the tens of
thousands of contributors first, but as long as they don't use any the
contributions of those tens of thousands of contributors, they're free to do
so.

If a large portion of the tens of thousands of contributors are against this
change, then those 265 people are effectively voting for the closure of the
OSMF - as members of a non-profit organization, that's their right.
