Most people seem to tag it as if it exists all the time, I think in
the case of burning man, it tends to shift to a different location
each year, although there is a music festival I've been told about is
on the same location but the vendors are different each year or the
layout might alter slightly.

This goes back to discussions on how to tag the 4th dimension that was
brought up some time ago.
