They can submit any RFE they think to the bug tracker, but that is
vetted in much the same ways that I wish core tags were.

Yes people should be able to use any tag they want, but it should be
put into context, for niche things, but I still thing there should be
some "body" (committee/working group etc) that vets/maintains a core
set of tags that people should generally stick to so consistency is
achievable.

It's hosted on SVN, anyone with an account/access could make changes,
although they might loose access as a result ;)
