Maybe you could do a comparision to geonames.org, and add only places that
have a similiar spelling in their russian name?

Maybe a similiar spelling and being in the same area (by computing the
distance between vmap0 coordinates and geonames coordinates for "similiar"

If you do, please don't forget to add the geonames id of that place as
well ( my pet peeve these times ;-) )
