Excellent idea, Upliner!  Well done.  Perhaps you can make a somewhat  
arbitrary distinction based on population?  Surely there is a  
population database for towns in Russia.  You may have a bit of  
correcting to do for speling erorrs, and some missing entries, but you  
ought to be able to get to a 90% solution, which is good enough for a  
start.  You can label the missing ones as "village".  That way they  
won't render on a large scale map.  Sooner or later somebody who lives  
there will notice their town is missing, and will set the correct size.
