why not?
your example-picture is no cycleway but a track

highway=track
access=agricultural
bicycle=yes
moped=yes
width=2m


such a way with a blue-white sign would be:

highway=cycleway
motor_vehicle=agricultural
moped=yes
width=2m


Looks pretty clear for me ;)
