[OSM-talk] Tiger Shapefiles: MTFCC but no name for Interstates

I'm writing code to read the Tiger Shapefiles (.dbf and .shp); evidently an
Interstate can be represented by three "road" lines: one for each collection
of lanes in each direction, and one for the interstate itself.

To restate the above in a bit more detail: there are sometimes records in
the shapefile, type of either 3 or 5, which represent one side of an
interstate.

Sometimes these records have the interstate name in them, sometimes not.  My
question is: is there any way to relate such a record to the Interstate it
belongs to if it does not have the name in the FULLNAME field?
