I'm not sure there needs to be a definitive set of photos associated with
OSM data, or whether OSM has any role in that. However I have started to use
OSM 'machine tags' on Flickr. For instance,
http://www.flickr.com/photos/frankieroberto/3337609057/ is tagged with
osm:way=31891726. You could do the same with notes (osm:node=123) or
relations (osm:relation=456). I'm not sure how 'stable' we can consider the
IDs to be, but this seems to be a reasonable schema to me.
In terms of when/what to tag - I guess people should use their own
judgement. I'm only adding OSM tags to my Flickr photos where the
building/OSM feature is the only subject of the photo (to avoid having
multiple tags for multiple buildings).
Be interested to know if other people think this is a good idea / start
using the tags.
