I looked also at http://wiki.openstreetmap.org/wiki/Tag:highway%
3Dresidential before asking my question and the definition there is:

roads accessing or around residential areas but which are not a 
classified or unclassified highway. 

And the image is of a city street.

There is no mention if this tag is intended to be used outside of cities.

To be clear, how would you map this street that goes from Podravlje:
