AFAIK if you are using josm, and find yourself editing in an area
where there is mixed imagery, like areas near cities where you have 20
zoom levels downtown, and 16 levels countryside, you end up having
blank tiles when viewing the latter areas (overzoom).

Would it be possible to add this information to josm so it doesnt
download non existing imagery?
