You don't say what OS this is needed for but take a look at:

http://png2pdf.sourceforge.net/usage.html

Looks like it'll work on both linux and windows platforms to convert PNG 
files to PDF.

SVG to PDF seems not so well advanced but it can be done:

For a different solution.
