At then end of the day, there are many roads like that all over the world, and
from time to time people may need to walk down them, so the blaim probably lies
firmly at the drivers feet for not taking 'due care and attention'. It always
amazes me on these traffic shows when cars and trucks plow into the back of the
vehicles stopped well over on the hard shoulder ... even in broad daylight. I
don't think the reason she was walking down the road is really relevant?
