Both were adopted without a vote. The pages are obsolete since we do have

http://wiki.openstreetmap.org/wiki/Tag:historic%3Dwayside_shrine

I think the original 'voting' was under the Key:historic tag, and was to do with 
the differences between these, memorial and monument ....
