It's a hard one without knowing some more about what the bounds are -
does it need to be on any topic or can I just make suggestions on
anything OSM-based and assume that it's relevant? :-)

For example, there's always the rails_port to work on, and there's
plenty of user-visible stuff in trac under the "website" component

Or someone brave could delve into Potlatch2 and add some i18n before
we get much further. Or you could make a humanitarian version of
map_features.xml for Potlatch2.

Or if contributing to large existing projects is out-of-scope, then
how about a simple website that you can paste in urls of tileservers
and KML files that are then displayed together. So I can view
arbitrary KML files over any OSM-based tile background, without having
to edit any html/js
